The contracts with the Department of Justice are to provide full board and accommodation. Hence food is provided at fixed times in canteens. Never mind the legality of that, it's the flagrant disregard of the Tyrellstown amendment that's the real kicker. These 15 properties are in a Rent Pressure Zone and when they couldn't jack up the rent they falsely evicted everyone!
